Utility Relief Grants Information System (URGIS)
EIS Australia designs, develops, customises, maintains and continues to support the URGIS solution for Department of Human Services (DHS) Victoria.
Since 1997, DHS has been using URGIS to administer and manage assistance to Utility (Electricity, Gas & Water) customers that cannot pay their utility account and other grant schemes.
URGIS assists DHS Hardship unit personnel in administration and processing of
- Utility Relief Grants Schemes (URGS)
- Non-Main Utility Relief Grants Scheme (Non-Mains URGS)
The Utility Relief Grant Scheme (URGS) and the Non-Mains Utility Relief Grant Scheme (Non-mains URGS) provide assistance for domestic customers who are unable to pay their utility bills due to a temporary financial crisis.
- Capital Grants / Home Wise
URGIS is a software application with allows users to administer the Capital Grants / Home Wise program which provides no-cost assistance to low-income Victorians who cannot afford to repair or replace essential faulty appliances such as hot water services, wall heaters, refrigerators, washing machines, generators, wall heaters, leaking water pipes, upright stoves, water tanks, toilets and leaking gas pipes.
The Victorian government discontinued accepting applications for the Homewise program in 2011.
- Sewerage Grants
- Water & Municipal Authority claims
The Victorian State Government administers and funds the mains water and sewerage concession through the Department of Human Services, delivering concessions as a discount on customers’ water bills delivered by water suppliers. URGIS is used to administer the grants provided by the Victorian State Government.
The URGIS solution has been extended to allow for each of the above listed grant types when required and can be customised to accommodate the process of additional schemes.
EIS Australia's URGIS solution has decreased the amount of administration and speed up the assessment process by approximately upto 60%, especially for the high volume URGS applications received by the DHS Hardship unit.
Payments, data entry, letter runs and assessment of claims processes have all been improved as a result of the URGIS solution.
URGIS is used by staff for the bulk of the day for data entry, running matching reports to assist in assessing claims and assisting in customer service calls.

The URGIS solution foundation is based on the AIMS solution, which has be customised to suit DHS' hardship Unit administration requirements by incorporating URGS, Non-main URGS, Homewise / Capital Grants, Sewerage Grants and Water & Municipal Authority claims. AIMS was utilised as it allowed DHS to be quick to market for each grant requirement and with a cost effective implementation.
